MIIT to Cultivate 100 More Specialized Industrial Clusters for Small and Medium-sized Enterprises in China
On April 20, the State Council Information Office held a press conference to introduce the development of industry and informatization in the first quarter of 2023. It was said at the conference that this year, the Ministry of Industry and Information Technology plans to cultivate another 100 small and medium-sized enterprise characteristic industrial clusters nationwide.
According to the briefing, SME characteristic industrial clusters are industrial clusters positioned within the county-level zoning, with SMEs as the main body, leading industry focus, outstanding advantages and characteristics, and core competitiveness. The Ministry of Industry and Information Technology (MIIT) focuses on six aspects, including enhancing the advantages of leading industries, promoting digital transformation, accelerating green and low-carbon development, deepening openness and cooperation, and upgrading the governance and service capacity, to carry out the cultivation of clusters, so as to make the clusters become a fertile ground for the development of small and medium-sized enterprises with specialties and features, a carrier for the development and growth of the regional economy, and an important fulcrum for the security and stabilization of the industrial chain supply chain.
In January this year, the Ministry of Industry and Information Technology announced the list of 2022 SME Specialized Industrial Clusters. First, high-quality small and medium-sized enterprises have gathered outstanding results, with more than 28,000 small and medium-sized enterprises residing in the clusters, contributing more than 1.8 trillion yuan of output value. Secondly, the role of the industrial chain supply chain in strengthening and supplementing the chain is obvious, and the cluster has formed high-level and specialized supporting capabilities in key links of the supply chain of key industrial chains such as high-performance materials, smart chips, precision devices, new energy vehicle power systems, industrial robots, etc. Thirdly, the driving effect on the local economy is initially apparent, and the leading industries of the cluster are all local pillar industries, contributing 87% to the output value of the cluster. Fourth, the cluster governance and service system has been improved, and a cluster governance pattern of “common business, sharing, common construction and common governance” for small and medium-sized enterprises has been initially formed.
This year, the Ministry of Industry and Information Technology (MIIT) plans to cultivate another 100 SME characteristic industrial clusters nationwide. It will guide the clusters to expand and strengthen their leading industries, further enhance the core competitiveness of small and medium-sized enterprises, stimulate the vitality of county economies, and improve the resilience of the industrial chain supply chain and the supporting capacity of key links.
